Title: Out(G)=Gal(Q) and Anabelian Intersection Theory.

Abstract: The goal of Grothendieck's anabelian philosophy is to form
precise links between geometry and Galois theory, generally understood.  I
prove that the Galois group of the function field of an algebraic surface
defined over the algebraic closure of Q encodes, in purely
group-theoretical terms, the geometry of the surfaces with that function
field.  This theory relies on an interpretation of the fundamental groups
of curve complements in surfaces --- the original application of the van
Kampen theorem! --- ``in the large.'' As an application, I can give the
first known example of a group whose outer automorphism group is exactly
the absolute Galois group of Q.
